Jumeirah Bay Island: what buyers should know

Jumeirah Bay Island is a small, private, man-made island off the Jumeirah coast, developed by Meraas and anchored by the Bulgari Resort & Residences. It sits between the older Jumeirah beachfront and the Downtown skyline, a few minutes from the Burj Khalifa, and holds a limited number of villa and mansion plots. It is the most supply-constrained villa address in Dubai. This guide explains what is on the island, how it differs from Palm Jumeirah, and what a buyer should look at before committing.

The island: location, shape and access

Jumeirah Bay Island lies just off Jumeirah Beach Road, opposite the established villa districts of Jumeirah 2, and is connected to the mainland by a single bridge of roughly 300 metres. Seen from above it is shaped like a seahorse. The reclamation and master plan are by Meraas, the Dubai developer behind City Walk, Bluewaters and Port de La Mer, and the island is a designated freehold area in which foreign nationals can hold title.

The practical consequence of the location is proximity. Downtown Dubai, DIFC and Business Bay are a short drive across the bridge; the Burj Khalifa is visible from most of the island. Palm Jumeirah, by contrast, is a further 15 to 20 minutes west. For buyers whose working life is in the financial district, Jumeirah Bay is the closest villa address of its kind to the office.

The single bridge and the gated entrance mean there is no through traffic. Access is controlled at the bridge, and the island is quiet in a way that a community with several hundred homes and hotel traffic cannot be.

What is on the island

The island has three residential components and one hotel:

  • Bulgari Resort Dubai, the hotel and its beach club, yacht club and marina, operated under the Bulgari brand, at the head of the island.
  • Bulgari Residences: branded apartments and penthouses in low-rise buildings around the resort, plus a small number of Bulgari-branded mansions, with access to the hotel's services.
  • Villa plots: freehold plots sold by Meraas for owner-designed villas, arranged along the island's shoreline so that most have a beach or water frontage. Owners commission their own architect and build within the island's design guidelines, which is why no two villas are alike.
  • Mansion plots: a smaller number of larger plots, in the most prominent positions, intended for very large single residences.

There is no trunk of apartment towers, no retail mall and no monorail. Restaurants and the beach club are at the resort; day-to-day retail and schools are on the mainland in Jumeirah, a few minutes away.

Why supply is scarce

Three things limit supply on Jumeirah Bay in a way that does not apply on the Palm:

  1. Plot count. The island was planned with a limited number of villa and mansion plots, a fraction of the several hundred villas on Palm Jumeirah. Once sold by the developer, they trade only when an owner chooses to sell.
  2. Custom build. Because the villas are individually designed and built by their owners, a completed house represents years of planning and construction. Owners who have been through that process rarely sell quickly, and completed, move-in-ready villas come to the market infrequently. Much of the trading on the island has historically been in plots, or in villas mid-construction, rather than finished homes.
  3. Owner profile. Buyers on the island are predominantly end users or long-term holders rather than short-term investors, and turnover is correspondingly low.

For a buyer this means two things: a finished villa on Jumeirah Bay is a genuinely rare asset, and the market is thin enough that pricing is set property by property rather than by a community average. We do not publish price figures here for that reason; comparable evidence exists in DLD records and an advisor should show it to you for the specific plot, not the island.

Views, plots and orientation

The island's geometry gives a range of aspects, and they are not interchangeable:

  • Skyline and Burj Khalifa views from plots on the landward side and the eastern shore, looking across the water to Downtown. This is the view most associated with the island and the one most often shown in marketing.
  • Open Gulf views from the seaward side, with sunset exposure.
  • Bay views across the sheltered water between the island and Jumeirah Beach, with calmer water for swimming and mooring.
  • Corner plots at the island's turns have frontage on two sides and, typically, more beach and wider outlook than a mid-run plot of similar area.

Plot depth, beach width and the relationship to the neighbouring villa's height all affect privacy and should be checked on site and against the approved drawings, not only from renders. Because villas are custom-built, the built-up area on a given plot depends on the owner's design within the island's guidelines, and two plots of equal area can carry very different houses.

Villa Amalfi: a Bonum Realty listing on the island

Bonum Realty is currently marketing Villa Amalfi, a five-bedroom villa on a corner plot on Jumeirah Bay Island. The listing is advertised under Dubai Land Department permit 69262881317, which can be verified by scanning the Madhmoun QR code on the villa page; the price, plans and photography are set out on the listing page itself. As a completed corner villa it is an example of the scarcest category on the island described above.

If you are considering the island more generally, we are also able to advise on plots and villas that are not publicly marketed; much of Jumeirah Bay's activity is off-market for reasons of owner privacy. Contact the office through the enquiry form or by email at info@bonumrealty.com.

Buying on Jumeirah Bay: the process and what to check

The purchase process is the standard Dubai ready-property transfer, described in How to buy property in Dubai as a foreigner, with Meraas as the master developer issuing the NOC. Transaction costs follow the usual schedule of DLD transfer fee, trustee fee and agency commission set out in Dubai property purchase costs. A purchase here exceeds the threshold for the UAE Golden Visa through property many times over.

Points specific to the island:

  • Completion status. A plot, a villa under construction and a finished villa are three different purchases, with different risk, timing and financing. For an unfinished villa, obtain the approved drawings, the building permit, the contractor's contract and a schedule to completion.
  • Design guidelines and approvals. Confirm that the built or proposed villa complies with Meraas's island guidelines and holds Dubai Municipality approvals; non-compliant works can block the NOC.
  • Beach, marine works and mooring. Jetties, pontoons and any beach reclamation are separately regulated. Check what exists and what is permitted.
  • Service charges. Ask for the current RERA-approved rate for the island and any resort-related charges applicable to Bulgari-branded residences, plus confirmation of no arrears.
  • Privacy provisions. Owners on the island often transact through companies or attorneys. Ensure the seller's authority is properly documented and that corporate sellers are registered with the DLD.

Questions

Where is Jumeirah Bay Island?
Off the Jumeirah coast, opposite Jumeirah 2, connected to Jumeirah Beach Road by a single bridge. It is a short drive from Downtown Dubai and DIFC, with the Burj Khalifa visible across the water.
Can foreigners buy on Jumeirah Bay Island?
Yes. It is a designated freehold area, so non-UAE nationals may hold full freehold title registered with the Dubai Land Department.
Why are there so few villas for sale on the island?
The island was planned with a limited number of villa and mansion plots, the villas are custom-built by their owners over several years, and owners are mostly long-term holders. Finished villas therefore come to market infrequently.
What is Villa Amalfi?
A five-bedroom villa on a corner plot on Jumeirah Bay Island marketed by Bonum Realty under DLD permit 69262881317. Full details, including the price, are on the Villa Amalfi listing page.
How does Jumeirah Bay compare with Palm Jumeirah?
Jumeirah Bay is smaller, quieter, closer to Downtown and has far fewer homes, all custom-built; Palm Jumeirah is a large community with several hundred villas, a full range of amenities and a much more liquid resale market.
